As an agency of the International Court of Justice (ICJ) and the International Criminal Court (ICC), the IPC operates as a paramilitary organization with global jurisdiction. It also holds membership in the United Nations Economic and Social Council (ECOSOC) and is ratified by the UN Security Council. The ceremony, which underscored Dr. Tharesanan’s new role, was attended by Robert Bizon, the Supreme Commander General of the IPC, along with other high-ranking officials from the Diplomatic Affairs Staff.

He holds a PhD in Financial Management from George Washington University of Peace, USA, and a PhD in Business Administration from Commonwealth Peace University, USA. His academic credentials further include a diplomas in Computer Software Engineering, Computer Hardware Engineering, Business Management, Human Resource Management, Marketing Management, and Banking & Finance. Additionally, he has completed advanced diplomas in English and holds General Certificates of Examination at both Ordinary and Advanced Levels.

He is also the Chairman and Director of several other companies, including Blue Lake Water (Pvt) Ltd, Roxbury International (Pvt) Ltd, Green Valley Agro Plantation (Pvt) Ltd, Ceylon Island Travels and Tours Pvt Ltd, Blandtrave & URS (BT), and Ceylon Island Gems & Jewellery (Pvt) Ltd. Additionally, he is the Chairman and Director of the South Asian Iconic Federation.
Dr. Tharesanan’s contributions have been recognized with numerous honorary positions and awards, including Doctor (Financial Management) from George Washington University of Peace, USA, and International Director of the South Asian Youth Council. He is a member of Lions Club International and has been honored as the Best Chairman of the Year (2021) by Business World International Organization.
